The rollout comes as financial scams continue to rise in the country. According to the Ministry of Home Affairs Malaysia, Malaysians lost RM2.77 billion to financial fraud in 2025.
MCMC said it issued notices to X Corp. and xAI LLC on 3 and 8 January 2026, requiring the removal of the offending content. The regulator stated that no remedial action has been taken to date.
They become the latest country in Southeast Asia to restrict X’s Grok AI tool following Indonesia.
MCMC said the initiative is also intended to clarify platform responsibility for user safety, particularly in relation to protecting children and families online.
The Code of Conduct was developed to support the regulatory framework for Internet messaging and social media service providers, which sets out best practices for adoption by service providers in addressing harmful content online, as well as other relevant conduct requirements.
MCMC stated that the choice made is based on a combination of factors, including the submitted business and technical plan, complaint rates and customer satisfaction track records, and their performance in delivering other infrastructure initiatives.
This follows after public outcry on MCMC’s initiative to restrict certain internet access, calling it ‘draconian’. For MCMC, they reiterated that Malaysia’s implementation of such measures is for the protection of vulnerable groups from harmful online content.
